Liebe Leserin, lieber Leser,

Einige Kisten mit Film-DVDs in deutscher, französischer und englischer Sprache verstellen seit letztem Dienstag die freie Sicht in unserem Büro an der Murbacherstrasse in Basel. Meine Kollegin Helena Zweifel, Co-Geschäftsführerin des Netzwerks Medicus Mundi Schweiz und Koordinatorin der Fachplattform aidsfocus.ch, ist aber bereits fleissig am Weiterleiten. Der Film heisst "Kraft der Erinnerung", sein Thema ist Memory Work: Erinnerungsarbeit als Methode der psychosozialen Unterstützung von Kindern, Frauen und Männern mit HIV/Aids bei der Bewältigung ihrer Traumas und bei der Entwicklung neuer Lebensperspektiven. Der Film lebt von den Zeugnissen zweier Frauen: Dem Basler Filmteam gelang es bei seinen Dreharbeiten in Südafrika, ein Klima des Vertrauens zu schaffen, in dem die Frauen über ihre Erinnerungen sprechen konnten, über ihre Ängste und über den Weg, den sie gegangen sind.

Anfangs Dezember 2004: Bei der Filmpremière im Basler Kino Union kommt es zu einer sehr angeregten Debatte über psychosoziale Unterstützung, Tabus und Prävention: Darf denn die porträtierte Frau wieder Lebenslust entwickeln? Warum hat sie ihrem neuen Partner noch nichts von ihrer HIV-Infektion erzählt? Grundlegender: was muss sich in einem Land wie Südafrika gesellschaftlich und politisch ändern, damit das von uns geforderte "continuum of care" von Prävention, Behandlung und Pflege und psychosozialer Unterstützung auch wirklich funktionieren kann?

Von der diesjährigen Fachtagung von aidsfocus.ch vom 12. April in Bern erwarte ich einige Antworten auf viele offene Fragen. Und spätestens dann herrscht in unserem Büro wohl auch wieder freie Sicht. Eine solche wünsche ich Ihnen auch bei Ihrer Arbeit und beim Lesen des vorliegenden Newsletters.

Weibliche Beschneidung - eine Männersache
(D) IAMANEH Schweiz | IAMANEH Schweiz setzt sich seit Jahren für die Abschaffung der weiblichen Beschneidung in Mali ein. Rund 94 Prozent der Frauen dort sind beschnitten. Eine von IAMANEH in Auftrag gegebene Studie zeigt nun, dass die Männer in ihrer Rolle als Familienoberhaupt und Entscheidungsträger unbedingt in die Projektaktivitäten einbezogen werden müssen. KFPE: Improving Impacts of Research Partnerships
(E) KFPE, 2004 | "The new publication of the Swiss Commission for Research Partnership with Developing Countries is based on analyses of a number of case studies encompassing a wide variety of research partnerships between the North and the South, discussions held during the various workshops of the 'Impact Assessment Working Group', and the conclusions derived. The book focuses on potential impacts of such research partnerships - impacts beyond the scientific advance, namely 'attitudinal changes', impacts on capacity strengthening, and impacts on society or on decision-makers."

Sollen sich die Hilfswerke aus der operativen Entwicklungszusammenarbeit zurückziehen?
(D) "In verschiedenen Industrieländern stehen die Beziehungen zwischen privaten Entwicklungshilfswerken und staatlichen Entwicklungsagenturen unter Druck. Selbstverständliche Formen der Zusammenarbeit und der staatlichen Co-Finanzierung von Hilfswerken werden hinterfragt. Hauptsächlicher Grund: Veränderungen in der Praxis und der Konzeption der Entwicklungszusammenarbeit. Eine wichtige Rolle spielen dabei Gewichtsverschiebungen zwischen nördlichen Hilfswerken und NGOs der Entwicklungsländer, die positivere Gewichtung des Staates der Entwicklungsländer durch die Geberländer und der Drang international tätiger Unternehmen an die Fleischtöpfe der Entwicklungszusammenarbeit der OECD-Länder." I Blame Smallpox!
(E) "Could the superb victory of global international development over the vicious Smallpox disease have sown the seeds of the serious struggles that we have experienced in countering other major health and development issues - particularly HIV/AIDS, malaria, Tuberculosis and the full range of child health issues? Of course no one wishes that we still had Smallpox in our lives and communities. The world is a much better place without it. And there should be no diminishing of the superb work and accomplishments of everyone - from local to international leaders, citizens and specialists responsible for the eradication of Smallpox. They achieved something truly remarkable. The problem comes in the international development communities adoption of the Smallpox strategy and programming model - irrespective of the characteristics of the health issue being addressed and often blind to significantly changed circumstances and contexts. Though 'indigenous' local and national groups have pointed the way to new intervention principles and action forms, the international community has basically stuck to the Smallpox model, with at best disappointing and at worst disastrous results." "Interessant, bewegend und nützlich"
Bilanz des Weltsozialforums von Porto Allegre
(D) swissinfo | Im Rahmen des Weltsozialforums von Ende Januar in Porto Alegre lancierten die schweizerischen Hilfswerke Fastenopfer und Brot für alle mit dem Netzwerk Cidse eine weltweite Kampagne gegen die Armut. Die Arbeitsgemeinschaft der Hilfswerke, die zusammen mit E-Changer die 50-köpfige Schweizer Delegation organisierte, trat vor allem zum Thema Wasser auf. Ihr Vorschlag, eine internationale Wasserkonvention zu fordern, stiess auf breite Zustimmung und fand Eingang in eine weltweite Plattform für das Recht auf Wasser. Allgemein zogen die TeilnehmerInnen aus der Schweiz eine positive Bilanz: "Dieses Forum setzt viel Energie frei. Was wir hier erlebt haben ist sehr wichtig für unsere Rückkehr in die Schweiz. Wir wissen, dass wir uns für Anliegen engagieren, die von zehntausenden Menschen getragen werden" (SP-Nationalrätin Liliane Maury Pasquier, zitiert nach swissinfo).

No health without mental health

Of the 450 million people worldwide with mental health problems most live in developing countries. Mental and behavioural disorders affect one out of four people during their lives. Although treatment is not expensive, most people do not receive the treatments they need and governments on average allocate less than one percent of their health expenditure to mental health."
