Die Debatte rund um die Gates-Foundation im Kontext der Covid-19-Pandemie hat abstruse Züge. Ein Blick auf ihre Ingredienzien lohnt sich aber: Er führt zu einer gesellschaftspolitischen Auseinandersetzung zwischen konservativen und progressiven Kreisen in der internationalen Gesundheit.

Bill und Melinda Gates sind auf der Strasse angekommen: Im Zuge verschiedener Anti-Lockdown-Demonstrationen heisst es: „Gib Gates keine Chance.“ Corona und Gates – wie geht das zusammen? Die Spur der Verschwörungstheorie führt sehr schnell zu Kreisen der Impfgegner*innen und damit zur Kritik an globalen Programmen, welche die Immunisierung vor gefährlichen Krankheiten wie der Kinderlähmung vorantreiben und die teilweise von der Gates-Foundation mitfinanziert sind. Da es dann schnell ziemlich abstrus wird, verlassen wir lieber diese Spur.

Gates und die Gouvernanzschwäche der WHO

Die Verschwörungstheorien rund um Gates in Zusammenhang mit Covid-19 nähren sich zu einem guten Stück aus der berechtigten Kritik der Zivilgesellschaft an der Gouvernanzstruktur der Weltgesundheitsorganisation (WHO). Diese steht als einzige legitime Organisation, um global gültige Gesundheitsrichtlinien zu definieren, in der Corona-Bekämpfung im Zentrum der internationalen Politik. Das Problem der WHO liegt darin, dass nur rund 20% der Mittel aus ungebundenen Beiträgen der Mitgliedsorganisationen bestehen. Für die Finanzierung vieler ihrer Aktivitäten ist sie damit auf weitere Geldgeber angewiesen. Ein guter Teil davon kommt von Regierungen, die mit gebundenen Finanzmitteln auch Einfluss auf die Tätigkeit nehmen können. Ein kleinerer Teil (rund 12%) stammt auch von philanthropischen Organisationen, wie eben der Gates-Foundation. In der Kritik an der WHO ist Gates damit zu einer Art Symbolfigur für die Kritik an der WHO geworden. Dabei ist aber zu betonen: Das Problem liegt weniger bei Gates, sondern darin, dass die Mitgliedsstaaten ihre Verantwortung nicht wahrnehmen und für eine saubere Gouvernanzstruktur sorgen. Dazu gehört als Angelpunkt, dass sie die WHO auch entsprechend finanzieren.

Um zu erklären, weshalb die Gates-Foundation international einzig mit der Legitimität ihres Reichtums eine solche bedeutende Rolle spielt, dass sie sich nun quasi als Verschwörungstheorie popularisiert, muss man den Blick noch weiten. Ihr Aufstieg erfolgte gleichzeitig mit demjenigen der Gesundheit zu einem zentralen Thema der internationalen Politik seit Beginn des Jahrtausends wurde. Er spiegelt sich in der Bedeutung von Gesundheit innerhalb der Millenniumsentwicklungszielen, im Entstehen von strategischen Gesundheitsaussenpolitiken oder dem Aufbau neuer Institutionen wie des Globalen Fonds zur Bekämpfung von Aids, Tuberkulose und Malaria oder der Globalen Impfallianz (GAVI). Und dieser Aufstieg ist nicht zu verstehen, ohne das Versagen der internationalen Politik im vernachlässigten Kampf gegen HIV/Aids im südlichen Afrika in den 90er Jahren.

Gates und die progressiven Eliten

Bill and Melinda Gates‘ privates Engagement ist in dem Sinne als Zeitphänomen zu verstehen. Ihre fast schon unbeschränkten Mittel sind dabei nur ein Teil der Erklärung, wie sie zum Symbol dieser internationalen Entwicklung werden konnten. Sie hatten als Produkt der erfolgreichen High-Tech-Branche Zugang zu den politisch Mächtigen. Internationale Führer zeigten und zeigen sich gerne mit Melinda und Bill überall dort, wo diejenigen Teile der Elite auftreten, die sich gerne gesellschaftspolitisch progressiv geben.

Dieses progressive Element ist in der gegenwärtigen Debatte rund um Gates nicht zu unterschätzen und ist meines Erachtens wiederum als Reaktion auf die Aids-Epidemie zu erklären. Der Erfolg des Kampfes gegen Aids ist seit den 80er Jahren des Jahrhunderts stark verknüpft mit dem progressiven Milieu der Kultur- und Unterhaltungsindustrie in den USA. Dieses – unmittelbar getroffen von HIV – hat den Kampf gegen die Krankheit von einer gesundheitspolitischen zu einer gesellschaftspolitischen Frage gemacht. Und sie hat diesen Kampf danach von einer nationalen zu einer internationalen Frage gemacht.

Bill und Melinda eignen sich schlecht

Die Gates-Foundation engagiert sich in ihrer Arbeit denn auch sehr stark für sexuelle und reproduktive Gesundheit und Rechte. Gerade in diesem Bereich ist eine gesellschaftspolitisch liberale Haltung zentral, um gesundheitlich Fortschritte zu machen – dies lehrt uns der Kampf gegen HIV-Aids. Mit diesem Engagement ist die Gates-Foundation Teil einer informellen staatlichen und nicht-staatlichen Allianz, die zurzeit weltweit von sehr konservativen Regierungen herausgefordert wird, welche sich international auf allen Ebenen gegen Fortschritte in Gleichstellungsfragen und Themen der sexuellen Selbstbestimmtheit wehren.

Die Anti-Gates-Plakate an Anti-Lockdown-Demonstrationen sind damit Ausdruck eines Trickl-Down-Effekts einer seit der Amtsübernahme von Präsident Donald Trump ideologisch aufgeladenen Debatte der globalen Gesundheit. Bill und Melinda Gates sind darin letztlich Symbolfiguren. Eine kritische Auseinandersetzung mit der internationalen Gesundheitspolitik sollte nicht sie ins Feld führen, sondern dafür sorgen, dass die von den Gesundheitskrisen direkt betroffenen Bevölkerungen aus dem globalen Süden eine starke Stimme in der internationalen Politik erhalten.

Covid-19 deckt den unzureichenden Fortschritt der Agenda 2030 auf. Die Ungerechtigkeit nimmt zu und eine Rückkehr zur «Normalität» nach der Pandemie ist nicht wünschenswert. Die alte Normalität ist nicht was wir wollen. Sie lässt zu viele Menschen im Regen stehen, mit unfairen Chancen auf ein erfülltes Leben, was letztlich das Wohlergehen und die Gesundheit aller gefährdet. Auch wenn die Pandemie vielleicht nicht wirkungsvoll genug ist, um eine Revolution herbei zu führen, so hofft Bart Vander Plaetse, Leiter Programmbereich bei FAIRMED, dass sie den Ambitionen für die Agenda 2030 tiefgreifende Impulse geben wird. An der ersten virtuellen Gesundheitsversammlung der WHO sprachen die Staaten erstmals mit einer Stimme: In einer historischen Resolution bekräftigen sie die Forderung nach Medikamenten und Impfstoffen zur Behandlung von COVID-19 als globales öffentliches Gut. Die Frage, wer Zugang zu diesen Produkten erhält, darf nicht vom Patentschutz und der Willkür einzelner Firmen und Staaten abhängig sein.
