Jeweils im Mai lässt sich an der Weltgesundheitsversammlung (WHA) in Genf die Temperatur der globalen Gesundheitspolitik messen. Die WHO steht zurzeit in einem schwierigen Reformprozess, der unter der Leitung der eben im Amt bestätigten Generaldirektorin Margaret Chan steht.

Die Mitgliedorganisationen stellten sich hinter die Reformvorschläge, welche auf eine klarere Prioritätensetzung, auf die Gouvernanz und die Führung der Organisation abzielt. Es bleibt zu hoffen, dass dieser Prozess zu einem guten Abschluss findet, der die Organisation mittelfristig in ihrer Rolle als Normen setzende Institution in der globalen Gesundheit stärkt.

Es fällt auf, dass die nicht-übertragbaren Krankheiten auf der internationalen Agenda definitiv angekommen sind. Die WHA verabschiedete nicht weniger als fünf Resolutionen und Entscheidungen, die diese riesige Herausforderung für ärmere Länder betreffen. Diese Krankheitsgruppe macht deutlich, wie wichtig es ist, auf multilateraler Ebene mit einem umfassenden, auch die sozialen Faktoren berücksichtigenden Ansatz zu arbeiten.

In einem Artikel der aussenpolitischen Fachzeitschrift „Foreign Affaires“ wird darauf hingewiesen, dass die Kompetenzen der WHO an die Verhandlungstische bei internationalen Finanz- und Handelsabkommen gehörten. Bei den Verhandlungen zur Finanz- und Wirtschaftshilfe der EU an Griechenland wäre es durchaus hilfreich gewesen, wenn man sich nicht nur Gedanken darüber gemacht hätte, wie die europäischen Banken schadlos gehalten werden können sondern auch, welche gesundheitlichen Folgen die Sanierungsprogramme haben.

Um die WHO in dieser Rolle zu stärken, müssten ihr die industrialisierten Mitgliedländer aber mehr Gewicht geben. Doch diese sind noch zu oft in einer kurzsichtigen Interessenpolitik verfangen. Die USA, die EU, Japan, Kanada, Australien und die Schweiz bekämpften einen interessanten Vorschlag, um die Forschung gegen die vernachlässigten, tropischen Krankheiten endlich voranzubringen. Basierend auf einem Bericht einer Expertengruppe (CEWG) sah eine Resolution vor, dass durch die Erhebung eines Beitrags von 0,01% des Bruttoinlandproduktes drei bis sechs Milliarden Dollars generiert werden sollten, um die für 1,4 Milliarden Menschen so wichtige Forschung zu fördern. Nun sollen die Empfehlungen der Experten nochmals diskutiert und, hoffentlich mit Unterstützung der Schweiz, an der Weltgesundheitsversammlung im Mai 2013 verabschiedet werden.

This two-weeks module is a simulation exercise applying the latest tools for assessing population health needs, establishing district intervention priorities, and allocating district health resources in a context of limited funding. In small groups participants take the roles of district health planning team members and will elaborate a full District Health Plan and Budget that responds to population needs, health system realities and resources, and contemporary evidence on effectiveness of interventions. During the learning process, students will apply practical computer-based tools and health information analyses to understand current coverage/access constraints retarding equity-effectiveness of a district health system. In addition they will set evidence-based priorities for intervention strategies, and allocate appropriate shares of resources to address population health need.

Können und sollen auch kleinere NGOs angewandte Forschung betreiben, zum Beispiel in Partnerschaft mit lokalen oder internationalen Forschungsinstitutionen? Was haben solche Institutionen NGOs zu bieten? Der Workshop von Medicus Mundi Schweiz vom 20. Die Versorgung mit sauberem Wasser ist in ganz Palästina mangelhaft und unbeständig. Die meisten Palästinenser sind vor allem in den Sommermonaten einem immensen Wassermangel ausgesetzt. Regenwasser-Zisternen und Speicherbecken sind daher unabdingbar – auch für das Kinderspital Bethlehem. Derzeit sind über 1‘100 Sanitärelemente im Spital reparaturbedürftig. Die Reparaturkosten belaufen sich auf ca. 430‘000 Franken. Eine enorme Summe für das Spital, das sich hauptsächlich aus Spenden finanziert. (pdf)
