MMS Nachrichten vom 10.01.2017

Man spricht von einer regelrechten Epidemie, die auch ressourcenschwächere Länder erreicht hat. Die Verbreitung von chronischen Krankheiten wie Herz-Kreislauf-Erkrankungen, Diabetes oder Krebs wird dabei von sozialen und wirtschaftlichen Faktoren bestimmt.

Im neuen Jahr nimmt das Netzwerk Medicus Mundi Schweiz die Thematik der nichtübertragbaren, chronischen Krankheiten ins Visier. Damit starten wir auch mit einem neuen Schwerpunktthema, das uns in der nun beginnenden Strategieperiode verstärkt begleiten soll.

Neu ist die Thematik für das Netzwerk nicht: Immer wieder haben wir sie im Rahmen unseres Symposiums oder unserer Fachzeitschrift, MMS Bulletin, aufgegriffen. Denn eines ist klar: Herzkreislauferkrankungen, Diabetes und Krebs sind längst keine Wohlstandskrankheiten der reichen Länder mehr; sie stellen vielmehr eine grosse zusätzliche Herausforderung für die Gesundheitsversorgung in Ländern des globalen Südens dar.

Globalisierung, Mexiko und der Zucker

Dies hat nicht zuletzt mit der Globalisierung zu tun: Verarbeitete Lebensmittel und zuckerhaltige Süssgetränke verbreiten sich weltweit und schrankenlos. Sie verdrängen bestehende Ernährungsgewohnheiten. Ein extremes Beispiel ist Mexiko. Seit dem Beitritt zum Nordamerikanischen Freihandelsabkommen haben Übergewicht und Diabetes extrem zugenommen. 2012 stammten die drei wichtigsten Kalorienquellen, welche MexikanerInnen zu sich nahmen, von hochkalorienhaltigen Süssgetränken. Das Land hat denn auch weltweit weitaus die höchste Todesrate aufgrund von chronischen Krankheiten.

Mexiko hat reagiert: Trotz erbittertem Widerstand der Lebensmittelindustrie hat es als eines der ersten Länder eine Steuer für Süssgetränke eingeführt. Ausschlaggebend dafür waren der Finanzbedarf des Staates und eine in der Thematik Ernährung und Gesundheit stark engagierten mexikanischen Zivilgesellschaft.

All dies zeigt, dass die Epidemie der chronischen Krankheiten nicht einfach eine schicksalshafte Entwicklung sondern sehr stark mit sozialen und wirtschaftlichen Determinanten der Gesundheit verknüpft ist.

Die steigende Lebenserwartung der Weltbevölkerung wird das Bild der Gesellschaften des 21. Jahrhunderts zunehmend prägen und unsere Gesellschaften stückweise verändern. Zwei Drittel der alten Menschen leben schon heute im globalen Süden und mehr als die Hälfte mit niedrigsten Einkommen und teilweise unter prekären sozialen und gesundheitlichen Bedingungen. Bislang eher ein „blinder Fleck“ in der Entwicklungszusammenarbeit sehen sich WissenschaftlerInnen und die vor Ort arbeitenden Organisationen zunehmend mit den (gesundheitlichen) Auswirkungen dieses Prozesses konfrontiert. Medicus Mundi Switzerland conducted a study to explore the experiences of MMS network members in operationalizing the human rights-based approach in the field of sexual and reproductive health. (...) Selbsttests für zu Hause

Um das Ziel von UNAIDS "90-90-90" bis 2020 zu erreichen, müssen deutlich mehr Menschen Zugang zu einem HIV-Test haben. Das 90-90-90 Konzept sieht vor, dass 90% aller HIV-Betroffenen diagnostiziert, 90% von diesen eine antiretrovirale Therapie erhalten und 90% mit ihr erfolgreich behandelt werden, um nicht mehr ansteckend zu sein. Die erste grosse Hürde besteht darin, dass noch zu wenige Menschen, die mit dem HIV infisziert sind, davon wissen und sich testen lassen. Die Weltgesundheitsorganisation propagiert nun einfach zu handhabende Selbsttests. Die Schweiz steht dem noch zurückhaltend gegenüber, wie die NZZ berichtet. (Photo: flickr)

"The Equitable Access Initiative has developed a new policy framework to better understand countries’ health needs and capacities as they move along the development continuum. The report concludes that policymaking should not rely on a single variable to inform complex health financing policies on the eligibility for and the prioritization of investments. GNI per capita as an indicator is not designed to measure or capture health needs or government’s capacity to invest in health, it said. Health financing policies should be informed by a more comprehensive framework, based on the analysis of countries’ needs, domestic capacity and policies."
