Rekrutierung von Gesundheitspersonal: Den WHO-Kodex umsetzen
Es ist vollbracht: Die Weltgesundheitsversammlung hat sich nach einer einjährigen Ehrenrunde und nochmaligen intensiven Verhandlungen auf einen Verhaltenskodex geeinigt, der dem unkontrollierten Abzug von Gesundheitspersonal aus den armen Ländern ein Ende setzen soll.
Die Schweiz hat sich mit verschiedensten Details des Kodex schwer getan: Sollte er tatsächlich als ethischer Kodex definiert werden? Sollten die privaten Gesundheitsanbieter auch angesprochen werden? Wie weit soll die Selbstversorgung von den WHO-Mitgliedsländern verlangt werden? Passt der Verhaltenskodex in ein föderalistisches Gesundheitssystem?
Dem federführenden Bundesamt für Gesundheit (BAG) ist zugute zu halten, dass es die Zivilgesellschaft – auch das Netzwerk Medicus Mundi Schweiz – in die Positionsfindung der Schweiz einbezogen hat. Ausserdem ist der vertretene Ansatz politisch relevant, dass die Schweiz nur einen Kodex mittragen könne, den sie selbst auch umsetzen kann.
Und damit sind wir auch bei dem entscheidenden Punkt: Wie wird der Kodex in der Schweiz umgesetzt? Ich sehe zurzeit zwei Schienen: Einerseits sind verschiedene gesundheitspolitische Anpassungen in der Schweiz notwendig, welche die Ausbildung und die Arbeitsbedingungen für hier lebendes Gesundheitspersonal betreffen. Andererseits – und da wird MMS gefordert sein – geht es um die aussenwirtschaftliche und gesundheitspolitische Dimension. Wie wirkt der Schweizer Gesundheitspersonalmarkt auf die Länder in Osteuropa und im globalen Süden? Welche Entwicklungen zeichnen sich ab und wie kann die Schweiz die von der Abwanderung besonders betroffenen Gesundheitssysteme stärken?
Mit dem Entscheid der Weltgesundheitsversammlung ist der erste Schritt getan. Wir werden uns zusammen mit unseren Mitgliedorganisationen, unseren Partnern des internationalen Netzwerks MMI sowie den innenpolitisch engagierten Organisationen, mit welchen sich bereits eine sehr gute Zusammenarbeit entwickelt hat, weiter am Ball bleiben.

SolidarMed Position Paper on HIV/Aids
The fight against HIV/Aids is a key topic of SolidarMed and its partner organisations in Southern and Eastern Africa. SolidarMed issued a “Position Paper HIV/Aids”, that reflects global debates and defines respective standards for the programmes and projects. The paper looks at the key challenges in HIV/Aids prevention and treatment, and comes up with SolidarMed principles from a public health view point.
SolidarMed Position Paper on Community-Based Health Interventions
Health projects at community level have been a cornerstone of SolidarMed’s Primary Health Care programmes. In a position paper “Bridging Gaps: Community-Based Health Interventions”, SolidarMed reflects the experiences made in programmes in Tanzania and Mozambique. The paper takes into consideration the available evidence on community health interventions, and outlines SolidarMed standards for programming.

This year's General Assembly was a milestone in the development of our Network: The Assembly adopted a Network Strategy for the next five years. The presentation of the annual report, the election of the Board and of Nick Lorenz as new Chairperson (following Guus Eskens who had to step back having completed two terms: see photo) and the admission of two new members (Wemos foundation and Smile Train Italia) were other highlights of the meeting."
Matthias Wyss läuft für Strassenmädchenprojekt von IAMANEH
Vom 10. bis 12. Juni 2010 finden die Bieler Lauftage statt. Matthias Wyss, der schon seit einigen Jahren an 1-2 Marathons jährlich teilnimmt und früher als Wettkampfruderer aktiv war, nimmt sich in diesem Jahr an den Bieler Lauftagen die Höchststrecke von 100 km vor – für einen guten Zweck: das Strassenmädchenprojekt von IAMANEH.

Die Mitgliederversammlung des Netzwerks Medicus Mundi Schweiz hat mit dem "Service de médecine internationale et humanitaire" (SMIH) eine neue Mitgliedorganisation aufgenommen. Das SMIH ist eine Abteilung des Universitätsspitals Genf und unter anderem bekannt als Organisator des zweijährlichen Geneva Health Forum.

The Global Health Programme at the Graduate Institute of International and Development Studies in Geneva has launched its application period for its annual executive course on global health diplomacy. Diplomacy is undergoing profound changes in the 21st century - and global health is one of the areas where this is most apparent. The summer course will focus on health diplomacy as it relates to health issues that transcend national boundaries and are global in nature, discuss the challenges before it, and how they are being addressed by different groups and at different levels of governance. EU must stop targeting health professionals from the developing world
"Action for Global Health welcomes a new Code of Practice from the World Health Organisation (WHO) which aims to stem the flow of health workers leaving poor countries for rich ones. The code will have a significant impact on the current deplorable shortage of health workers in low-income countries. The current gap is 4.3mn medical professionals according to the WHO. However, the voluntary nature of the Code leaves it vulnerable to dilution or being ignored."
MMI on on the global framework on international recruitment of health personnel
"In only the second time in its history, the United Nations’ World Health Assembly voted to adopt a voluntary code directing nations to employ more ethical practices in relation to a major international health problem. The Code of Practice on the International Recruitment of Health Personnel sets forth ten articles advising both source and destination countries on how to regulate the recruitment of health personnel in a way that mitigates damage to low-income countries struggling to meet the basic health needs of their populations in a setting of serious workforce deficits."

(MMS/Basel, 21. Mai 2010) Die Weltgesundheitsversammlung in Genf hat gestern Abend dem Verhaltenskodex zur Rekrutierung von Gesundheitspersonal zugestimmt. Damit existiert ein globaler Rahmen, um die katastrophale Knappheit an Gesundheitspersonal anzugehen. Nun müssen die Empfehlungen des Kodex auch in der Schweiz umgesetzt werden.
