However, in many countries, legislation, policies and practices are out of date and are in conflict with human rights obligations.
Effective laws and an enabling legal environment are as essential to a healthy society as clean water. Despite this, in many countries, legislation, policies and practices are antiquated, contrary to human rights obligations.
