The two recent high-level meetings on non-communicable diseases in 2011 and 2014 have largely failed to follow the declarations of intent and declarations. Therefore, this year's high-level meeting has great expectations as well as the newly-formed WHO commissioned by high-level experts responsible for preparing the meeting.
